CHSI verification reports: what the official service offers graduates of Chinese universities
Order No. 42, Article 21 requires the university to register your student status and graduation certificate electronically. It does not name any verification service. The CHSI English pages list three services run by the Center for Student Services and Development (CSSD) of the Ministry of Education: an online verification report, a verification report and online authentication.

What Order No. 42 says about your university
Order No. 42, Article 21, first paragraph, says that for international students receiving degree-oriented higher education, the university shall promptly complete electronic registration of their student status and graduation certificates.
Article 21, second paragraph, says that the university shall issue degree certificates to international students who meet the conditions for conferral of degrees.
Article 21 does not say how an employer or another institution can check these records. The rule for checking is set out on the CHSI pages, not in Article 21.
Who runs the service
The About CSSD page describes the Center for Student Services and Development, Ministry of Education (CSSD), formerly known as the China Higher Education Student Information and Career Center (CHESICC), as an institution directly under the Ministry of Education. The page says it was founded in 1991.
The same page describes CSSD as the only MOE-authorized institution for the verification of higher education qualification certificates. This is the page's own description, not a finding of this site.

Forms of online authentication
The Verification Service page lists four forms of online authentication:
- Personal Review: access to your own qualification or student record at no cost. The page gives the figure of 10 million students.
- Individual Verification: by name and diploma number.
- Member Verification: by registered members.
- Web Service: a qualification verification interface based on Web Service.
Validity period and versions
The online verification report has a one-year default valid period, which can be extended. During that period, users can use the service freely.
The online verification report has multiple versions: print, PDF and email. The page says it is available in English. It also says the barcode in the report can be pasted into resumes.
The page on the verification report does not state a validity period for that report. The Verification Service page gives the one-year period only for the online verification report.
Fees and processing times
The English pages cited here print no fee and no processing time for the online verification report, the verification report or online authentication.
